El Dr. Hebertt Sira-Ramírez es oriundo de San Cristóbal, Venezuela.  Obtuvo el título de Ingeniero Electricista, en 1970, de la Universidad de Los Andes (Mérida, Venezuela). Fecha en la que ingresó como Profesor de la Escuela de Ingeniería de Sistemas de la Facultad de Ingeniería de la misma Universidad.

Realizó sus estudios de Postgrado en el Massachussets Institute of Technology (Cambridge, Mass. EEUU) de donde obtuvo en 1974, conjuntamente, los títulos de Master of Science in Electrical Engineer y el de Electrical Engineer. En 1977 obtuvo el Doctorado (PhD) en Ingeniería Eléctrica del mismo Instituto. Ejerció los cargos de Jefe del Departamento de Sistemas de Control entre 1978 y 1980, el de Vicerrector Administrativo de la Universidad de Los Andes durante el período 1980-1984 y el de Jefe del Postgrado de Control Automático de la Facultad de Ingeniería 1992-1993.

Ha sido profesor visitante de la Universidad de Illinos en Urbana-Champaign (Urbana, ILL, EEUU), de La Universidad de Purdue (West Lafayette, IN, EEUU), del Laboratoire des Signaux et Systemes (CNRS, Gif-sur-Ivette, Francia), del Institue Nacional de Sciences Apliqueés (Toulouse, Francia), de la Universidad Politecnica de Catalunya (Barcelona, España), de La Universidad Tecnológica de Compiegne (Compiegne, Francia), de la Universidad Nacional del Sur (Bahia Blanca, Argentina), de la Universidad de La Plata (Argentina), de la Ecole Central de Lille (Lille, Francia), del Centre Automatique et Systemes de la Ecole Nacional Superieure des Mines de Paris (Fontainebleau, Francia), de la Universidad de Delaware (Newark, Del. EEUU), del Laboratoire d´Automatique de Grenoble (Grenoble, Francia), de la Ecole Politecnique (Paris, Francia). del Laboratoire Gage y del Laboratoire Stix de la Ecole Politechnique (Palaiseau, Francia).

Ha publicado más de 100 artículos técnicos en revistas especializadas de circulación internacional y ha participado en más de 160 congresos internacionales. Ha escrito 18 capítulos de libro y es coautor de los libros "Passivity Based Control of Euler-Lagrange Systems" (Springer-Verlag, 1998), "Differentially Flat Systems" (Marcel Dekker, 2003). El Dr. Sira-Ramírez ha recibido la Orden Andres Bello de la Presidencia de la República en Venezuela (1993) y La Orden Tulio Febres Cordero de la Ciudad de Mérida (1994).

Ha recibido: el Premio Nacional de Ingeniería (Colegio de Ingenierios de Venezuela, Caracas, 1987), el Premio Regional de Ciencias (Fundacite, Mérida 1994), el Premio de Ciencias "Francisco de Venanzi" (Facultad de Ciencias, Univ. De Los Andes, Mérida, Venezuela 1993) y el Premio Lorenzo Mendoza Fleury (Fundación Polar, Caracas, Venezuela, 1995). Es "Distinguished Lecturer" del Institute of Electrical and Electronics Engineers (IEEE, Newark, N.J. EEUU) desde 1993 y ha sido nombrado miembro del Comité de Evaluación del Programa Nacional de Ciencia "Ramón y Cajal" del Ministerio de Ciencias de España. Es miembro del Sistema de Promoción del Investigador del Conicit-Venezuela (Nivel IV) y del Sistema Nacional de Investigadores del Conacyt-México (Nivel III). Ha sido Vicepresidente de La Academia de Mérida donde ocupa el Sillón No. 15 desde 1995.

El Dr. Sira-Ramírez es profesor Jubilado de la Universidad de los Andes y desde 1998, se desempeña como Investigador Titular en el Centro de Investigación y Estudios Avanzados del IPN (Cinvestav-IPN, Ciudad de México, D.F., México), con la categoria de Investigador Titular 3-E.
